The ENT jumpsuit wasn't always worn "properly" - that is, how it was intended to be worn (in-universe). 

Sometimes the wearer would roll up his or her sleeves.

ENT, 1x4 "Strange New World"

When not worn "properly," though, the most popular alternative was for the (male) wearer to unzip the front of the jumpsuit and roll the upper half down, usually tying the sleeves together in the front at the waist.

This was sometimes done while the wearer was still wearing the standard black ENT undershirt:

Sometimes they would be wearing the blue tank top:

And sometimes they would play the scene shirtless.
