Mounted onto the right chest pocket was a separate pocket we call the "pencil pocket":

The "pencil pocket" was, essentially, just a rectangle with the edges turned under.
It's technically not useful for holding pencils and pens unless they will be considerably longer in the 2150s; in the show this pocket was entirely decorative, though it may have had some practical purpose we never observed on screen.
(Maybe Starfleet officers needed to carry around a lot of drinking straws?)
