The vertical positioning of the thigh pockets varied considerably (are you at all surprised at this point?!?) - that is, the distance between the waist straps/lower waist straps on men and the top edges of the thigh pockets.
The distance between the thigh pockets and waist straps was generally a bit shorter on the ladies' jumpsuits, but again, this is generally speaking!
For instance, that on one of Hoshi's ENT jumpsuits, her thigh pockets were ½" or less below her waist straps.

Archer's (one set of?) early jumpsuit(s?) notwithstanding, his thigh pockets appeared to have been consistently positioned this low on most of his costumes.

We did observe a similar thigh pocket placement on two other uniforms - one male, and one female (though the female uniform was less extreme, perhaps 2"):

Regardless, the variation didn't seem to be erroneous or otherwise due to neglect or apathy on the part of the costume department, as many uniforms were consistent with each other in this regard, and nobody seemed shy about showing different thigh pocket placements on screen at the same time.

What was presumably erroneous, though, was when the two thigh pockets weren't equidistant from the waist straps on the same uniform, such as the two below:

Note that on both examples above, the wearer's left thigh pocket appeared to be about 1" beneath the lower waist strap, but the right thigh pocket was slightly lower - perhaps 1 ¼" or 1 ½" beneath the lower waist strap.
But hey, stuff happens, and as I'm sure you're aware, there's a lot to keep up with when making one of these uniforms, so we can let the occasional slip-up slide, right?
